IMPLEMENTASI PERATURAN DAERAH KABUPATEN SUMBAWA NOMOR 03 TAHUN 2023 TENTANG PERLINDUNGAN DAN PEMBERDAYAAN PETANI (Studi di Kecamatan Buer Kabupaten Sumbawa)

Abstract

This study aims to assess the implementation of Sumbawa Regency Regulation Number 3 of 2023 concerning the Protection and Empowerment of Farmers in Buer District and to identify the approaches used by the local government in its implementation. The method used in this study is descriptive qualitative, with data collection techniques including observation, interviews, and documentation. Participants in this study included the Department of Agriculture, agricultural extension workers, and farmer groups in Buer District. The research findings indicate that policy implementation has not been effective, particularly regarding communication. The dissemination of the regulation is still carried out indirectly and integrated with various other activities, resulting in low farmer understanding of the policy's substance. Furthermore, limited resources and the absence of specific programs also play a role as obstacles to the policy's implementation. Nevertheless, strategically, the local government has incorporated values of farmer protection and empowerment into various existing agricultural programs, such as extension services, production facility assistance, and strengthening farmer institutions. Therefore, the implementation of this Regional Regulation requires improvements, particularly in terms of communication, more organized outreach, and strengthening human resource capacity to maximize the goals of farmer protection and empowerment.
