TATA KELOLA KELEMBAGAAN PARTAI GERINDRA DALAM MEMENANGKAN PEMILU LEGISLATIF DI KABUPATEN SUMBAWA TAHUN 2024

Abstract

The success of the Gerindra Party in retaining its seats in the 2024 Legislative Election in Sumbawa Regency is the result of planned and consistent institutional governance. This study analyzes how the Regional Leadership Council (DPC) of the Gerindra Party in Sumbawa Regency manages three institutional elements cognitive, normative, and regulative as formulated in Scott's (2008) New Institutionalism, and identifies the institutional factors contributing to the party's electoral resilience. The study employs a qualitative descriptive-analytical approach through in-depth interviews with two key informants, confirmed through triangulation with official party documents. Findings show that DPC Gerindra Sumbawa retained 5 DPRD seats in the 2024 election despite a decline in vote share from 12.0 percent (2019) to 9.5 percent (2024), accompanied by a rank shift from second to third place. The cognitive element is built through formal cadre education and an anti-vacuum strategy, though it has not yet reached the 165 villages at branch level. The normative element is reflected in grassroots engagement values, open recruitment, and collective decision-making. The regulative element is shown through proactive compliance with election commission regulations. Five key institutional factors contribute to electoral resilience: coordinated organizational structure, loyalty-building cadre systems, standardized and verified candidate recruitment, credibility-building regulatory compliance, and social programs as long-term political investment.
